The Quanzhou Municipal Government has introduced the Three-Year Action Plan for Quanzhou Cuisine Culinary Standards (2024–2026) (hereinafter referred to as the Action Plan). This ambitious strategy aims to establish culinary benchmarks for Quanzhou’s renowned gastronomic traditions. By refining operational frameworks, engaging diverse stakeholders, and innovating in the preservation of culinary heritage, the plan seeks to elevate the quality of the local food industry while supporting Quanzhou’s bid for UNESCO’s “City of Gastronomy” designation.

A Culinary Identity Rooted in Unique Geography

Situated between mountains and the sea, Quanzhou’s distinct topography—“eight parts mountain, one part water, and one part farmland”—has profoundly influenced its cuisine. This unique setting fosters a harmonious fusion of land and sea flavors, with an emphasis on freshness and adaptability.

In 2024, Quanzhou officially launched its campaign to join UNESCO’s Creative Cities Network as a “City of Gastronomy.” This recognition highlights a city’s commitment to sustainable social, economic, and cultural development. Supporting this effort, the “One County, One Signature Banquet” initiative celebrates the culinary diversity of Quanzhou, with each locality showcasing unique culinary traditions and banquet themes:

  Licheng: Citong Banquet

  Fengze: Flowerall Family Banquet

  Luojing: Luoshui Mountain Banquet

  Quangang: Fortune and Longevity Banquet

Shishi: Song-Yuan Maritime Silk Road Banquet

  Jinjiang: Ancient Jin Banquet

  Nanan: Chenggong Family Banquet

  Hui’an: Hui’an Women’s Banquet

  Anxi: Prime Minister’s Banquet

  Yongchun: Kui Xing Banquet

  Dehua: Porcelain City Banquet

Taiwanese Investment Zone: Zheng He Banquet

These initiatives seamlessly combine cultural storytelling with culinary innovation, reinforcing Quanzhou’s reputation as a gastronomic destination.

  Standardizing Tradition for Modern Audiences

The Action Plan envisions a comprehensive system of culinary standards within two to three years, covering preparation, service, and management. Through close collaboration with restaurants, industry associations, and educational institutions, the initiative balances modernization with the preservation of traditional techniques.

  Key goals include:

Revitalizing Traditional Techniques: Documenting and safeguarding culinary practices at risk of being forgotten.

Standardizing Culinary Practices: Making Quanzhou’s culinary heritage accessible and replicable to ensure its sustainability.

Expanding Global Reach: Showcasing Quanzhou cuisine to international audiences to foster global appreciation.

A Unified Effort for Culinary Excellence

The Action Plan’s success relies on coordinated efforts across multiple levels:

Local Working Groups: Establishing dedicated teams in each locality to ensure responsibility and accountability.

Industry Engagement: Consulting culinary professionals to integrate practical insights and enhance technical support.

Promotional Campaigns: Encouraging businesses to adopt standardized practices through extensive outreach.

This collaborative approach ensures the plan’s milestones translate into measurable progress, elevating Quanzhou’s culinary prestige on the world stage.
