Quanzhou, a city in Fujian Province, is making remarkable progress in agriculture and rural development. By aligning with national policies and embracing sustainable agricultural reforms, the city has transformed its animal husbandry sector into a key driver of high-quality growth. Since 2020, Quanzhou has introduced new projects, adopted modern practices, and stabilized production. These efforts not only enhance local livelihoods but also contribute to global goals like food security and sustainable development.
Policies Driving Stability and Growth
To ensure steady progress, Quanzhou has implemented a series of targeted policies, including:

· The Guidelines for High-Quality Hog Industry Development (2020)
· The Action Plan for Sustainable Animal Husbandry Growth (2023–2025)
These initiatives support the expansion of farms, the adoption of advanced technologies, and sustainable farming practices. The results have been impressive: from 2019 to 2023, Quanzhou's hog population grew from 712,000 to 913,000—a 6.5% annual increase. Large-scale farms now account for 89.2% of production, compared to 63.4% in 2020, reflecting significant progress in optimizing production and regional layouts.
Driving Industry Upgrades Through Project Implementation
Quanzhou has capitalized on its natural resources and industrial base to modernize its livestock sector. Since 2019, the city has secured funding from central and municipal governments to support 19 large-scale hog farms in transformation and expansion efforts. This has added over 248,000 hogs to its inventory, stimulated 750 million yuan in private investment, and garnered recognition from city leaders for its effective implementation.
By the end of 2024, three new large-scale hog farms are expected to become operational, adding 86,000 hogs to the city’s production capacity. Similarly, the poultry industry has benefited from subsidies for large-scale farms, with new modern facilities for egg production set to open by late 2023. These projects signal a significant leap forward in scaling up and modernizing livestock farming across Quanzhou.
Pioneering Green Development for Sustainable Agriculture
Quanzhou has become a model for eco-friendly farming. The city actively promotes the recycling of livestock waste into valuable resources, advancing circular agriculture. Twenty demonstration farms now showcase sustainable and resource-efficient practices.
From 2021 onwards, Quanzhou has established 26 standardized livestock farms, including three national-level and 23 provincial-level demonstration sites. The city also boasts 22 provincial-level "Beautiful Livestock Farms," integrating environmental sustainability into its livestock sector. These efforts underscore Quanzhou’s commitment to green development and high-quality industry upgrades.
Looking Ahead: Planning for Sustainable Growth
Quanzhou is preparing for the future with 17 new hog farming projects and three poultry facility projects scheduled for completion by 2025. These will add an estimated 140,000 hogs and 3.18 million poultry to the city’s inventory, ensuring Quanzhou meets its "14th Five-Year Plan" goals.
The city continues to support ecological farming practices, promoting integrated crop-livestock systems and building a resilient, green animal husbandry sector. By combining policy support, technological advancements, and sustainable practices, Quanzhou sets an example for regional and global agricultural development.
