At a recent city-wide on-site conference on industrial aquaculture, Quanzhou announced the launch of a dedicated campaign to fast-track the sector’s growth, as part of broader efforts to advance fisheries through scalable, efficient, and environmentally sustainable practices.

According to the action plan, Quanzhou will implement a three-year promotional strategy alongside five targeted “breakthrough initiatives.” By the end of 2027, the city aims to establish 10 demonstration bases for industrial aquaculture, develop or expand 30 new facilities, increase industrial water volume by 500,000 cubic metres, and boost annual output by 10,000 tonnes.

The five strategic breakthroughs focus on:

  Technological Innovation

  Standards and Regulation

  Full-Chain Integration

  Low-Carbon and Green Practices

  Quality and Safety Assurance

These initiatives aim to position industrial aquaculture as a technology-intensive, high-efficiency, and ecologically sound benchmark for modern fisheries.

A representative from the Quanzhou Municipal Bureau of Marine and Fisheries highlighted that supportive policies at the national, provincial, and municipal levels—such as increased fiscal subsidies—have created strong momentum. Amid surging demand for ready-to-cook and premium seafood products, industrial aquaculture presents a significant market opportunity. It is also vital for ensuring a stable supply of high-quality aquatic products and tapping into new opportunities within the blue economy.

  Strategic Focus Areas Include:

Demonstration-Led Growth: Prioritising flagship enterprises in the construction of high-standard demonstration sites to drive broader adoption and performance gains.

Facility Modernisation: Harnessing multi-level government support to upgrade infrastructure—such as recirculating aquaculture systems and smart monitoring technologies—enhancing resilience and sustainability.

Technological Advancements: Partnering with research institutes on disease prevention, wastewater treatment, and promoting integrated models such as aquaponics (fish–vegetable symbiosis).

Ecological Management: Reinforcing the ecological treatment of aquaculture effluents to ensure regulatory compliance and encourage resource recycling.

Integrated Industry Development: Aligning with premium seafood demand by extending the value chain from farming to processing and e-commerce, nurturing leading enterprises, and fostering an integrated ecosystem that connects seedling production, farming, branding, processing, and marine cultural tourism.

This comprehensive strategy positions Quanzhou to emerge as a model city for sustainable, modern aquaculture—setting a benchmark for blue economy initiatives across coastal regions globally.
